Central Govt. to abolish the interview process for non-gazetted posts from January 1, 2016

From January 1 next year, there will be no requirement of interview for Group D,C and B non-gazetted posts in central government, Prime Minister Narendra Modi announced Sunday as part of efforts to put an end to the menace of corruption in jobs.
In his monthly radio programme ‘Mann Ki Baat’, he recalled that he had suggested in his Independence Day address that the practice of holding interviews for recruitment at lower levels in governments could be done away with.
“The government has completed the entire process to do away with interviews for lower rank jobs. There will be no requirement of interview for Group D,C and B non-gazatted posts in central government. It will come into effect from January 1, 2016,” Modi said.


Rules regarding quoting of PAN for specified transactions

                    The Government is committed to curbing the circulation of black money and widening of tax base. To collect information of certain types of transactions from third parties in a non-intrusive manner, the Income-tax Rules require quoting of PAN where the transactions exceed a specified limit. Persons who do not hold PAN are required to fill a form and furnish any one of the specified documents to establish their identity.
                    One of the recommendations of the Special Investigation Team (SIT) on Black Money was that quoting of PAN should be made mandatory for all sales and purchases of goods and services where the payment exceeds Rs.1 lakh. Accepting this recommendation, the Finance Minister made an announcement to this effect in his Budget speech. The Government has since received numerous representations from various quarters regarding the burden of compliance this proposal would entail. Considering the representations, it has been decided that quoting of PAN will be required for transactions of an amount exceeding Rs.2 lakh regardless of the mode of payment.
                    To bring a balance between burden of compliance on legitimate transactions and the need to capture information relating to transactions of higher value, the Government has also enhanced the monetary limits of certain transactions which require quoting of PAN. The monetary limits have now been raised to Rs. 10 lakh from Rs. 5 lakh for sale or purchase of immovable property, to Rs.50,000 from Rs. 25,000 in the case of hotel or restaurant bills paid at any one time, and to Rs. 1 lakh from Rs. 50,000 for purchase or sale of shares of an unlisted company. In keeping with the Government’s thrust on financial inclusion, opening of a no-frills bank account such as a Jan Dhan Account will not require PAN. Other than that, the requirement of PAN applies to opening of all bank accounts including in co-operative banks.
                    The changes to the Rules will take effect from 1st January, 2016. The above changes in the rules are expected to be useful in widening the tax net by non-intrusive methods. They are also expected to help in curbing black money and move towards a cashless economy.

Last date for self Drawing System 31-12-2015

All are informed that the Self Drawing system will be fully dispensed with from 31.12.2015. Hence all the Gazetted Officers in districts other than Trivandrum are requested to complete their bill processing, taking print outs and e submission before 31.12.2015 itself. After that, your login will not permit such activities and your DDO alone can process your bills, if not done.

Digi Locker facility from Central Government for storing records


Central  government has launched a scheme called DigiLocker.  Anyone having an Aadhar card can login to digitallocker.gov.in and upload scanned copies of all the important documents like 10th marksheet, 12th marksheet, Graduation certificate, electricity bill, PAN, Driving License, Passport etc. So whenever, you will need those documents (for verification by govt agencies while applying for any service etc), you can directly give your locker number and it is done! No more hassles of carrying those documents and tons of photocopies. Please use it and share with friends A very Practical step taken by Government.

To sign up for DigiLocker,  you need your Aadhaar number (issued by UIDAI). 

There are two ways to sign up:
1. Mobile OTP: Use this method if your Aadhaar number is linked to your mobile number.
2. Biometric: If you have a biometric device attached to your computer, you can sign up by scanning your fingerprint.

Here are five things you need to know about Digital Locker or DigiLocker:
1. Digital Locker will provide secure access to government-issued documents. It uses authenticity services provided by Aadhaar.
2. Digital Locker is aimed at eliminating the use of physical documents and enables sharing of verified electronic documents across government agencies.
3. Digital Locker provides a dedicated personal e-storage space to citizens, linked to their Aadhaar numbers.
4. Digital Locker will reduce the administrative overheads of government departments and agencies created due to paper work. It will also make it easy for Indian citizens to receive services by saving time and effort as their documents will now be available anytime, anywhere and can be shared electronically.

Procedure for remittance of Premium for GPAIS 2015
 i) The Drawing and Disbursing Officer/ Self Drawing officer shall deduct the premium from the salary of November and remit to Treasury as has been done in the previous year.
 (ii) The Cheque Issuing Officers of the Government Department should furnish the schedule in triplicate along with the cheque to the concerned Treasury.
(iii) The Drawing and Disbursing officer / authorized officer in other cases,should remit the collection under Form TRS / proper receipt to the head of account "8658 - Suspense Accounts, 102 - Suspense Accoints (Civil), 88 – Group Personal Accident Insurance Fund" with separate schedule in tripiicate in the treasury. The Treasury Officers should draw the amount of premium towards Group Personal Accident Insurance Scheme 2016 from the suspense account 8658-102-88 and take DD in favour of Director of Insurance,Thiruvananthapuram.

Salary : -
  • The rate of Dearness Allowance payable in respect of State Government Employees, Teachers, Staff of Aided Schools, Private Colleges and Polytechnics, Full time Employees borne on the contingent and work charged establishments and employees of Local Bodies will be enhanced from the existing rate of 86% to 92% w.e.f . 01.07.2015
  • The Dearness Allowance at the enhanced rates will be paid in cash with the salary for the month of Dec 2015 onwards. 
  • The arrears for the period from 0107.2015 to 30.11.2015 will be drawn and credited to the provident Fund Account of the employees along with the salary bill or any of the months from Dec 2015. This procedure is applicable to those employees continuing in the per-revised scale even after 2009 Pay Revision and even after 1996 UGC/ AIC'I'E/ Medical Education Scheme.
  • The enhanced rate of Dearness Allowance will also be applicable to Part-time and Part-time contingent employees on the basis of pay drawn by them.

Pension :-
  • The Dearness Relief payable to State Service Pensioners and Family Pensioners (whose pension/family pension has been revised as per G.O.(p) No.87/2011 fin, dated 28.02.2O11) will be enhanced from the existing rate of 86% to 92% with effect from 01.07.2015
  • The enhanced rate of Dearness Relief due from 1.7.15 will be paid along with the pension of December 2015 and arrears from July 2015 to Nov 2015 will be paid in cash.

ORDER
                As per the Government Order read above, Government issued orders introducing one office one DDO system whereby salary of all staff members including gazetted officers working in an office will be drawn and disbursed by the DDO concerned. The new system 1s the first step towards centralized salary processing, a component of Integrated Financial Management System (IFMS) which envisages combining of various online systems on receipt and expenditure.
                To facilitate centralised salary processing, it is imperative that a master DDO is to be authorised for processing salary and other entitlements of all State Government Officers. Accordingly, it has been decided to authorise Chief Project Manager, SPARK as master 000 who can draw and disburse personnel entitlement claims of any State Government employee as per the instructions issued from Government.
                In view of the above, Government are pleased to authorise Chief Project Manager, SPARK as master DDO (i.e, DOO of Centralised Salary Processing System) of all State Government employees drawing salary through SPARK. He is hereby authorised to draw and disburse salary and
other entitlements of any employee as per the written directions issued from Government in Finance Department.

Electronic treasury - Salary through bank account of employees - Integration with e-Kuber portal of RBI - Orders issued


            As per G.O. (P) No. 402/2011/Fin dated 23.09.2011 all state Government employees, including gazetted officers were given the option to draw their salary and other entitlements through bank accounts. Subsequently, vide reference to G.O.(P)No. 310/2014/Fin dated 30.07.2014., the Government introduced electronic treasury through which all receipts and payments can be made online using the core banking network. 
               The e- treasury portal has now been integrated with Reserve Bank of India (RBI) portal 'e- Kuber' so that RBI can directly credit any payment to the bank account of the beneficiary instantaneously. This will facilitate timely credit of money to beneficiaries having account with any banks. The Regional Director, RBl vide letterLetter No. D.O.BD(T)783/11.07.2015/2015/16 dated 22.09.2015, has requested State Government to switch over all beneficiary payments such as salary, pension, vendor payments, etc. through the RBI portal. In the meeting, Additional ChieF Secretary (Finance) had with officials of RBI, Director of Treasuries and National Inlormatics Centre,reviewed the preparedness to adopt the new system and decided to switch over into the new system in a phased manner starting the pilot testing of the new system with the Finance Department.
               In view of the foregoing, Government are pleased to accord sanction to integrate the salary claims of employees in the Finance Department who are drawing salary through the bank account with e - Kuber portal from I November 2015 onwards on pilot basis. The NIC shall make necessary changes in the Treasury Information System to facilitate this. The Director of Treasuries shall make necessary arrangements to send electronic advices to RBI relating to the above payments and RBI shall take necessary steps to credit salary amount to the bank account of individual employees based on this.

                Hereafter the drawal and disbursement of salary and other entitlements of all staff members, including gazetted officers in an office is entrusted with the respective DDO of that office. The treasuries shall not accept the bills prepared by Gazetted Officers from the date specified in the annexure. Consequent to the introduction of new system, the DDOs shall prepare separate salary bills, one for Non Gazetted Officers and the other for Gazetted Officers both in the slightly modified TR 51 bill form appended to this order. The simplified bill form TR 46 (a) introduced vide Government Order read second above, to prepare salary claims of Gazetted officers will stand withdrawn from the date of changeover into the new system.

           The salary bills of Gazetted Officers shall continue to be prepared based on the pay slip authorised by AG. The Gazetted Officers shall make available a copy of their latest pay slip to the DDO of the office in which they are now working, to prepare their salary claims. In future AG shall send pay slip directly to the DDOs concerned instead of sending the same to treasury. However, no authorisation from AG is required for claiming annual increments as ordered in the circular read first above.
Hereafter issuance of NLC, LPC, effecting Co-operative recovery, filing of TDS returns, etc.
in respect of all staff members including Gazetted Officers shall be the responsibility of the DDOs
concerned.

  1.  The new system will be put into operation in a phased manner as detailed below. irom 15/09/2015 Finance Department in Government Secretariat. From 01/10/20 15 all offices under Sub Treasury, Secretariat. From 01/11/2015 all offices under District Treasury, Thiruvananthapuram From 0 1/12/2015 all departments and offices in the State. 
  2. After 01/12/2015, the bill generation facility provided for self drawing officers in SPARK will be filly withdrawn. However Gazetted Officers can view their claims using the SPARK login facility
  3. The NIC shall make necessary modifications in the SPARK application to generate single bill of all Gazetted Officers for each DDO
  4. From December 2015 onwards, the Accountant General shall send copies of the payslip (including surrender leave salary slip, etc.) in respect of all Gazetted Officers directly to the DDOs of the office in which the gazetted officer is presently working along with a copy to the officer concerned.
  5. All personal claims of Gazetted Officers such as TA, GPF, Medical reimbursement, etc. will also be preferred by the DDOs concerned under the new system. 
  6. The arrear claims, if any pertaining to the period prior to 1/12/2015 shall also be preferred by the DDO concerned
  7. The salary deduction statements pertain to SLI, LIC, GIS, GPF, FBS, etc. generated from SPARK and attested by DDOs shall be accepted by all account keeping authorities as proof of remittance to set right missing credits. 
  8. The establishment claims of both Gazetted and non Gazetted officers shall be prepared and presented to the Treasury by the Account Sections of Department / Offices concerned. 
  9. The DDO concerned shall draw and credit the salary and other entitlements of Gazetted officers including AIS officers to their existing banic / treasury account. 
  10. Any clarification in this regard shall be addressed to Government in Finance (Streamlining) Department.  

Additional holidays on alternate Saturday for all banks w.e.f 1.9.2015

                 Banks to remain closed on alternate Saturdays. Recently the public sector banks, including State Bank of India had decided they will remain shut on alternate Saturdays as part of a deal reached between employee unions and the Indian Banks Association. 
                 Central Government declared the second and fourth Saturday of every month as public holiday for banks in India with effect from the 1st day September 2015.

  • The Dearness Allowance at the enhanced rates will be paid in cash with the salary for the month of August 2015 onwards. 
  • The arrears for the period from 1.1.2015 to 31.07.2015 will be drawn and credited to the provident Fund Account of the employees along with the salary bill or any of the months from August 2015. This procedure is applicable to those employees continuing in the per-revised scale even after 2009 Pay Revision and even after 1996 UGC/ AIC'I'E/ Medical Education Scheme. No withdrawal other than final withdrawal of arrears of Dearness Allowance credited to provident Fund Account shall be made before 30.11 .2018 or retirement, whichever is earlier.
  • The enhanced rate of Dearness Allowance will also be applicable to Part-time and Part-time contingent employees on the basis of pay drawn by them.

Pension :-
  • The Dearness Relief payable to State Service Pensioners and Family Pensioners (whose pension/family pension has been revised as per G.O.(p) No.87/2011 fin, dated 28.02.2O11) will be enhanced from the existing rate of 80% to 86% with effect from 01.01.2015
  • The enhanced rate of Dearness Relief due from 1.1.15 will be paid along with the pension of August 2015 and arrears from Jan 2015 to July 2015 will be released in four quarterly equal iinstallments.

RECOMMENDATIONS IN BRIEF
  • Pay/Pension revision to  come into effect from 01-07-2014.
  • All employees as on 01-07-2014 to come over to the new scales of pay as on 01-07-2014. Old system for option dispensed with; but next increment will be allowed on due date without waiting for one year.
  • Minimum Pay at Rs.17,000/- and maximum pay at Rs.120,000/-(The existing minimum pay with DA as on 01-07-2014 was Rs.15,300/- and maximum at Rs.107,712/-)
  • Fitment benefit @12% subject to a minimum of Rs.2000/- Service weightage up to 15% (0.5% for every completed year of service. Maximum benefit (fitment and service weightage taken together) restricted at Rs.12,000/-
  • DA (80%) merged in full as on 01-07-2014.
  • Number of scales 27 and stages 82, as in the last revision
  • Minimum increment rate at Rs.500/- and maximum at Rs.2400/-
  • HRA in rural/Panchayat areas to be increased from existing Rs.250 to a minimum of Rs.1000 and maximum of Rs.1750. In general, HRA ranges from Rs.1000 to Rs.3000 (existing Rs.250 to Rs.1680)
  • CCA and other allowances hiked. Certain allowances and special pay withdrawn.
  • Enhancement of retirement age from 56 to 58 years.
  • This revision to be in force for 10 years.
  • LTC at Government of India scale can be allowed subject to exchanging it with encashment of earned leave.
  • Minimum increase in the salary to be Rs.2750/- (including pay and HRA)

                Kerala higher secondary plus one single window (Ekajalakam) admission results is now available. Admission starts on June 16  upto 5 pm on June 18 . All the information relating to admission available in www.hscap.kerala.gov.in. Students who got allotment in this list must fulfill admission procedure after remitting the fees (No need to remit fees for temporary admission)  in the stipulated time. Otherwise they won't be considered in the forth coming allotments.
               Those who got temporary admission can cancel any higher options. (Applications must be submitted in the school they got the temporary admission)
         5,18,353 students submitted their application through single window this year. Out of this 2,41,589 seats are filled on merit quota through single window.(Totala seats available : 3,61,430)

          The Office of the Principal Accountant General (A&E), Kerala Thiruvananthapuram have commenced uploading the Annual Account Statements (Credit cards) for the year 2014-15 of GPF subscribers of Kerala on Departmental basis. The work is expected to be completed by next week.
                 Do not flood the email with individual requests for copies of the statement as it is not feasible considering the number of over 3.5 lakhs GPF subsribers.

Instruction to Candidates

  • Login using the application number and password to view the trial allotment.
  • Trial allotment explores the possibility of securing allotment by applicants in the college/programme of their choice that may vary in the actual allotments.  The college/programme figured in the trial allotment in the case of an applicant does not guarantee that the applicant  will get allotment in the same college or programme since  ranks may vary in the actual allotment subject to data modification/option modification by the applicants/other applicants available upto 15/06/2015, 5pm.
  • Data modification/Addition of options is not possible after first allotment. However, option rearrangement/deletion is possible from 24/06/2015 to 25/06/2015 for the second allotment.

Procedure for Modification of Personal and Academic data

  • After login using the application number and password, click on the link : Click here to Edit your personal and academic details .
  • After modifying the data, click on the "Update" button provided at the bottom of the page.
  • If the candidate wants to change his/her option already registered, he/she may revise the options as desired and should see that the options are listed as per his/her priority.
  • Candidates should finally click on the "final submission button" after completing the verification of the modified data.
  • There is no need to submit the printouts of the modified data/options to the University.
  • Candidates should take care to logout after completing the modification process.
The actual allotments will be done solely based on the details given by the candidate in online application. Any discrepancy in the online details furnished by the candidates with the original documents submitted at the time of admissions will lead to the cancellation of allotment. For the same reason, the correctness of the applications is the responsibility of the applicants themselves.
The University has published the ranked list of the applicants for admission to various UG Programmes on the basis of the marks secured in the qualifying examination as per the provisions laid down in the prospectus and also bonus/handicap marks, if any.
  • Applicants should note that bonus marks for NCC/NSS shall be counted only for the activities carried out by them at the Plus two level. NCC/NSS activities carried out prior to the Plus two level will not be counted under any circumstance.
  • Reservation under the EBFC category is limited to those applicants belonging to forward communities who also figure in the BPL list prepared by the local self governments, viz, Panchayat, Municipality, Corporation etc.
  • A thorough verification of the documents will be made by the college authorities at the time of reporting for admission and any discrepancy detected at the time of verification will lead to the ousting of the applicants from the allotment process including second allotment. Applicants shall, therefore, ensure that the entries made by them online are correct in every respect and necessary corrections if any, shall be made on or before 15/06/2015, 5 pm.
  • Fee structure of aided/unaided programmes is given in the website for reference.
